Short answer: Facebook and Instagram ads in India are sold through an auction, so there is no rate card. You choose a daily or lifetime budget, Meta spends it on the people most likely to take the action you asked for, and your real cost per lead or sale depends on your offer, your creative, your targeting and your landing experience. Budget from the result you need, then give the campaign enough money and time to learn.
Meta Ads are often the first paid channel a small Indian business tries, because they feel cheap. A few hundred rupees buys thousands of impressions. The trouble is that impressions are not enquiries, and many businesses switch off after a month without ever learning what a lead actually costs them. This guide covers what drives the price, what to budget for beyond ad spend, and how to structure a first campaign so the money teaches you something.
How Meta prices an ad
Each time there is a chance to show an ad, Meta runs an auction. The winner is not simply the highest bidder. Meta’s help centre describes the winning ad as the one with the highest total value, which combines the advertiser’s bid, Meta’s estimate of how likely the person is to take the action you are optimising for, and a measure of ad quality based on feedback from people who see it.
Two practical consequences follow:
- Creative is a cost lever. An ad people engage with and do not hide will usually buy results more cheaply than a bland one aimed at the same audience.
- Your optimisation goal changes the price. Optimising for link clicks buys cheap clicks from people who click on everything. Optimising for leads or purchases costs more per impression but usually far less per customer.
What makes Meta Ads more or less expensive
- Audience competition. Metro audiences, business owners and high-income segments are contested by many advertisers, especially around Diwali and year-end sales.
- Objective. Awareness and traffic objectives are cheaper per impression; lead and sales objectives cost more per impression but are the ones that pay the bills.
- Creative fatigue. When the same people see the same ad repeatedly, results drop and costs climb. Plan for fresh creative every few weeks.
- Form and landing friction. Every extra field and every slow page load lowers conversion and raises your cost per lead.
- Too many ad sets. Splitting a small budget across many audiences starves each one of the data Meta needs to optimise.
The learning phase, and why tiny budgets stall
New or significantly edited ad sets go through a learning phase while Meta works out who to show them to. Performance is less stable during this period and costs are often higher. Meta’s guidance is that an ad set needs a steady flow of optimisation events, such as leads or purchases, to exit learning.
This is why ₹200 a day split across five ad sets usually disappoints, while the same ₹1,000 a day in one well-built ad set can start producing a predictable cost per lead. If your budget is small, consolidate: one campaign, one or two ad sets, three to five creatives.
Costs beyond the ad spend
GST
Indian advertisers are charged GST on Meta ad spend. If you add your business GSTIN to the ad account’s billing details, you can usually claim it as input tax credit. Check the exact treatment with your accountant.
Creative production
Meta is a creative-led platform. Budget for photography, short videos or at least well-designed static ads. Phone-shot videos of real work often outperform polished stock visuals, but they still take time to plan and edit.
Management
If someone runs the account for you, their fee is separate from the spend paid to Meta. Our Meta Ads management keeps ad spend in your own ad account, paid directly to Meta, with a separate management fee.
Set the budget from the cost per lead you can afford
The same arithmetic we use for Google Ads applies here. Start from the value of a customer, not from a round number.
- Work out the average gross profit from one new customer.
- Estimate how many leads it takes to win one customer. Meta leads are often colder than search leads, so be honest here.
- Divide profit per customer by leads per customer. That is your break-even cost per lead.
- Set a target comfortably below break-even, then multiply by the number of leads you want each month.
Run the campaign for at least two to three weeks before judging it, and judge it on cost per qualified lead, not cost per form fill. We cover the lead-cost maths in more depth in Google Ads cost in India.
Instant forms, WhatsApp or website: which lead route?
| Route | Works well for | Watch out for |
|---|---|---|
| Instant forms (lead ads) | Fast, mobile-friendly enquiries; services with a quick call-back | Low-intent leads if the form is too easy. Meta offers a “higher intent” form type that adds a review step. |
| Click to WhatsApp | Businesses that sell in conversation: clinics, coaching, local services, retail | Needs someone replying quickly, ideally within minutes |
| Website landing page | Higher-value services, e-commerce, anything needing detail before enquiry | Page speed and tracking must be solid; Meta Pixel and Conversions API set up |
Whichever route you choose, follow up fast. A lead called within the hour is far more likely to convert than one called the next day, and slow follow-up is the most common reason businesses decide Meta “does not work”.
A sensible first campaign
- Install the Meta Pixel and, where possible, the Conversions API, and confirm events are firing.
- Choose the Leads or Sales objective, not Traffic.
- Start with a broad audience inside your service area and let Meta’s delivery find buyers. Add narrow interests only if broad targeting clearly fails.
- Test three to five creatives that each make a different argument: price, proof, process, before-and-after, founder video.
- Add a qualifying question to the form, such as budget, city or timeline, so your sales team can prioritise.
- Review cost per qualified lead weekly and replace the weakest creative.
When Meta is not the right first channel
If your customers already search for your service, Google Search usually delivers warmer leads. If you sell to businesses, LinkedIn Ads give far better job-title targeting. We compare the two biggest platforms in Google Ads vs Meta Ads in India.

Frequently asked questions
What is the minimum budget for Facebook ads in India?
Meta allows very small daily budgets, but the practical minimum is whatever lets one ad set collect enough leads or sales to learn. For most lead campaigns that means concentrating spend in one ad set rather than spreading it thin.
Are Instagram ads cheaper than Facebook ads?
Not reliably. Both run through the same auction. Let Meta place ads across both with automatic placements, then check results by placement once you have data.
Why are my Meta leads low quality?
Usually because the form is too easy, the offer attracts browsers, or follow-up is slow. Add a qualifying question, use the higher-intent form type and call leads quickly.
Is GST charged on Meta ads?
Yes, GST applies to ad charges for Indian advertisers. Add your GSTIN to the account billing details to claim input tax credit where eligible.
How long should I test before deciding?
Give a new campaign two to three weeks and enough budget to generate a meaningful number of leads before judging cost per lead.
